[Java] Extend JavaSpring apiClient.mustache with option to set contextId for FeignClient

This PR is based on #20941
Extended JavaSpring apiClient.mustache with option to set contextId for FeignClient.
Added new option useFeignClientContextId which allows to generate FeignClient with contextId parameter.
By default contextId will be equal to name.

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
