Document Secret Scanning in VS Code extension docs#36157

Add a Secret Scanning section to the VS Code & Cursor Code Security sub-page, parallel to the existing Static Code Analysis section. Covers local scanning behavior, where findings appear (editor, Problems panel, File Insights), suppression via no-dd-secrets, and the enable/disable command and setting. Includes three new assets: a preview video, a findings overview screenshot, and a batch analysis report screenshot. IDE-5900

…ning-docs Resolve conflict in content/en/ide_plugins/vscode/code_security.md by keeping both the SAST rule editor subsection (added on master) and the Secret Scanning section from this branch. Renumber the Secret Scanning link reference from [4] to [5] to accommodate the new custom rules link added on master.
